If you are there as a tourist on an extended vacation and you want to work for just a few weeks temporarily, do you need a work permit?

It depends on your country of origin how extensive it is, but I'm pretty sure regardless of origin, you always need a Visa to work in the country.

Not only that, but I'm pretty sure regardless of the job, your employer will have to put in at least part of the Visa paperwork to vouch for you (a serious part).

I know that if you are emmigrating from a certain set of countries (that are not European or American) to work, they have extremely strict rules on paperwork and documentation of financial solvency.

What kind of work were you thinking about? I expect there would be seasonal work but it would be for longer than a few weeks. Perhaps more likely as a visiting expert if that would work?
